Brian Elton

Brian Elton has more than 25 years' experience in urban planning, housing and social policy. He is one of Australia’s most highly regarded strategic advisers, engagement specialists and social planners. He is sought after to lead strategy and facilitations for complex urban projects.

Brian has made a significant contribution to a range of private, public and joint venture development projects across Australia. These include Green Square for Mirvac/Landcom/Leighton, Frasers Broadway for Frasers Property and Barangaroo for the NSW government. He is sought after regularly by the most senior levels of government and industry to provide strategic advice, lead consultation processes and assist with organisational change: projects include Time To Talk Canberra 2030, NSW State Plan, COAG Cities consultation, Sydney Metro and the Cross City Tunnel.

Brian is the Treasurer of the Planning Institute of Australia (NSW Chapter), a member of the Australian Council of Built Environment Professions (NSW Chapter) and Chair of Operation Eyesight Australia.

Jenny Rudolph

Jenny Rudolph leads Elton’s national urban and regional statutory and strategic planning practice. Jenny has extensive experience in strategic planning and policy, project management and facilitation, as well as master planning for residential development and town centres. This has been gained through more than 20 years in both public and private sector roles.

Jenny’s strategic and statutory planning experience in Australia and South Africa includes managing, planning and implementing large projects in the planning and development phase as well as developing planning policies for government. Jenny advises on planning pathways through rezonings and major project development applications, understanding the need for commercial and sustainable development.

Prior to joining Elton Consulting, Jenny worked in a range of senior planning roles for the NSW Department of Planning and Landcom. Jenny served as state manager and national planning manager at MacroPlan and has also run and managed her own consultancy business.

James Evans

James Evans has 30 years' international experience of community engagement and capacity building. He has a history of innovation, being the founder of a number of local employment and enterprise development organisations, including a business enterprise centre in Sydney and the microcredit organisation First Business Finance.

James co-authored and managed the production of the award winning "Community Engagement in the NSW Planning System" website and handbook. He is also an experienced project manager whose work has included delivering Elton's input to major projects such as the NSW State Plan, Metropolitan Water Plan, infrastructure projects, and the range of services required to plan for new communities.
