Dr Gary Cox is a public sector expert with wide experience in the UK and Australia. He is an economist, policy analyst as well as a chartered urban and regional planner. He is a creative thinker and excels at managing complex policy negotiations with multiple government and non-government stakeholders.

Dr Cox has a broad academic background encompassing environmental policy, economics, international development, urban regional planning and international environmental law. He brings a rigorous approach to policy analysis and research that complements his fresh and original thinking.

Prior to returning to Elton Consulting in 2011 Dr Cox managed his own consulting practice in London. Most recently he delivered a series of sustainability assurance reports for the Commission for a Sustainable London 2012 regarding the sustainability of the London 2012 Olympics.

He has worked for the London Development Agency as a strategy development advisor on transport and urban regeneration. He has worked for the Prime Minister’s Strategy Unit on the UK Government’s whole-of-government communities’ policy statement. He was the first head of the National Health Service London Healthy Urban Development Unit and has a keen interest in health policy.

Peter Cranko

Peter Cranko is a management consultant and researcher with a focus on social strategy, analysis and organisational change. He has over 20 years’ experience working in human services, not-for-profit and government sectors on organisation reform and strategy projects.

Peter has been deeply involved in reviewing and establishing new service delivery models and partnerships in the health, ageing, human services and government sectors.

Peter works with organisations to consult their stakeholders and customers, analyse their operating environment and current performance and then develop new strategies and practical implementation frameworks.

Previously Peter has worked in the not-for-profit sector, as a strategy consultant in Monitor Company and Deloitte. He has held corporate strategy roles in the senior executive service in Premiers’ Departments in both NSW and South Africa. He has an M.Sc. planning and public policy degree.

Peter is a Director of Sphere Company, a partner of Elton Consulting. Sphere combines specialist knowledge with social policy, strategy, service planning, financial analysis, facilitation and change management services.

Jane Jose is a specialist writer and urban strategist. Her work is focused on urban strategy, community and cultural development. Recent major projects include design and writing of the Sydney Harbour National Park Plan of Management for the NSW Government; design of consultation, analysis and reporting for the Time to Talk Canberra 2030 public engagement for the ACT Government.

Prior to joining Elton Consulting in 2009, Jane was Senior Strategist for the City of Sydney, and had a key role in designing the engagement process for the Sustainable Sydney 2030 Vision. She wrote and edited the final 2030 Vision report and wrote the Local Action Plans for the "villages "of Sydney. Her work has been recognised with professional awards.

Jane is a former Deputy Lord Mayor of Adelaide . She has served as a member of the Central Sydney Planning Committee and a Director of the Land Management Corporation of SA.

Judy Goldman has more than 25 years’ professional experience with Australia’s leading print and electronic media organisations, for government as a media adviser and in corporate communications. Her experience on all sides of the communications arena gives her a unique insight and understanding of the complexities of the industry.

Judy began her journalism career in newspapers and was a Fairfax bureau chief in the Canberra Press Gallery during the late 1980s. In addition to a period as Chief of Staff for the 'A Current Affair' program, Judy has extensive experience producing news and current affairs programs for radio and television on both the ABC and commercial channels.

Judy has worked as a senior communications manager in several capacities. She worked for the Carmen Lawrence Government in Western Australia as Press Secretary/Media Adviser. She has expertise in developing, implementing and managing communications, both proactively and during issues and crises, having worked on the Sydney 2000 Olympic and Paralympic Games. She was also responsible for media, communications and stakeholder management for the Melbourne 2006 Commonwealth Games. More recently, she was the Communications and Corporate Affairs Manager for Australia Post.

Judy is also a tertiary lecturer and media trainer who specialises in working with executives prior to launches or during a crisis.

Clare Crawford

Clare is a specialist in evaluation, service model review, and change management in the human services sector. She has a background in policy analysis and development here and in the UK, and strong understanding of the community services environment from previous work in the non-government sector.

Clare’s recent work has focused on strategic planning and service model development in the health and aged care sectors. Clients have included UnitingCare Ageing, NSW Health, Aged and Community Services Association of NSW and ACT, HammondCare, and Our Lady of Consolation Aged Care Services. She has conducted evaluations of programs in terms of their efficiency and effectiveness, as well as their social justice objectives, and has assisted organisations to achieve practical improvements in their service delivery. Clare has a particular interest in the development and implementation of flexible, person-centred models of care.

Clare is also an experienced researcher and communications consultant, a trained mediator, and a facilitation expert.

Dr Tony Gilmour is an affordable housing specialist, financier and urban planner. Following completion of his PhD in 2009, which contrasted international approaches to building community housing capacity, Tony has provided advice to many leading housing providers, local councils, state agencies and the Commonwealth. He is a member of the NSW Registrar of Community Housing's Advisory Forum, and NSW branch committee member of the Australasian Housing Institute.

Tony originally pursued an investment banking career in England and Australia, latterly as Financial Controller of N M Rothschilds' banking businesses. He is a leading publisher of academic and trade journal articles and presenter at national and international conferences. Tony is the author of three books: 'Sustaining heritage: giving the past a future' (2007), lead editor of 'Dialogues in urban planning: towards sustainable regions' (2008) and co-author of 'After council housing: Britain's new social landlords' (2010).
