The Planning Process
The Northgate Stage Three: Precinct One Masterplan aims to achieve the paramount development objectives through an approach to neighbourhood design, architecture and landscape that embraces the setting and provides a range of lifestyles and a diversity of affordable housing options.
Canberra Investment Corporation Limited (CIC) prepared a Draft Concept Masterplan as part of its tender to Land Management Corporation (LMC). This was then refined through a series of consultations with Port Adelaide Enfield Council, State agencies, key stakeholders and the community. The revised Masterplan includes a range of housing types to meet the needs of the community.
It also meets key principles and elements for the project site, such as:
A highly connected network of streets that is safe, convenient and accessible for vehicles, pedestrian traffic and bicycle travel
A wide central boulevard that links Northgate shopping village to the project’s civic centre and showcases views to Adelaide city
Designing open spaces, from neighbourhood parks to the substantial Northgate Common, to provide recreational, scenic, cultural and stormwater treatment opportunities
Landscape design that provides public space for cultural and community uses and that utilises local native species where appropriate
A diversity of housing allotments that reflect best practice solar passive design and provide for a range of innovative housing types and densities
Creating opportunities for residents to ‘age in place’, with access to a range of appropriate services and care facilities
Delivery of affordable and practical sustainability initiatives that will assist residents to conserve water, reduce energy use, use public transport and help build a healthy, safe community

Development of Northgate Stage Three: Precinct One will take place in stages
Northgate Stage Three: Precinct One Staging Plan
In December 2006 the Northgate Joint Venture lodged a land division application for the first half of the Masterplan (stages 1 to 4) with the Development Assessment Commission. This was approved on 2 May 2007. A further land division application will be lodged in the future for the remainder of the site as indicated on the Land Division Application Staging Plan.
A land division application is required to subdivide the project site into individual allotments. The first 296 residential dwellings will be created by the initial land division, as well as two independent living sites, one residential care facility, two integrated development sites and the project’s proposed “Club Northgate”.
Further detailed design plans were approved by the City of Port Adelaide Enfield, SA Water and ETSA and site works commenced in October 2007. These works include the development of a GreenSmart® accredited builders’ display village.
