CONSULTATION

The Lyons Joint Venture has undertaken a comprehensive and inclusive consultation process with community and other stakeholders. The Joint Venture's aim is for a collaborative approach to planning for Lyons and the active participation of individuals and organisations that have an interest in the area's future.

The principles used to guide the consultation strategy included:

  • Consultation should be timely and relevant to community concerns and outcomes. They should be delivered in a way that is appropriate and tailored, maximises their effectiveness and participation and produces the best outcomes for all parties
  • Consultation should aim to enhance the understanding of all people and groups involved and to provide a forum for two way communication
  • Consultation should be as inclusive as possible, in order to ensure they are not subject to manipulation or domination by particular interests
  • ll parties, including key stakeholders and community representatives, should agree to the basic procedures, mechanisms and expectations related to outcomes in advance. These agreed procedures should aim to ensure that community engagements are equitable and fair
  • Participants should be made aware of what they can and cannot influence
  • Information should be provided to adequately inform participants’ inputs
  • Adequate time, staff support and funds should be made available to support the participation process, and
  • Thorough and transparent review of the consultation process should occur at critical points throughout the engagement and at its conclusion.

Based on these principles the consultation strategy designed for the pre-lodgement phase of Lyons included the following major steps:

  • Initial stakeholder briefings
  • Community, business and government agency workshops
  • A Community Open House meeting
  • A local industry participation seminar
  • Distribution of community newsletters and information bulletins
  • A project web site, and
  • Preparation of a Consultation Outcomes Report.

Key Issues

In summary, aspects of the plans for Lyons regarded as positives included:

  • Quality of design including the diversity of lot sizes, lot orientation, mixture of housing types and climate responsive design
  • The inclusion of a neighbourhood facility to act as a focal point for the new community
  • Conservation and development of parkland and the potential for greater connectivity to the Casuarina Coastal Reserve
  • Sustainability considerations including water conservation and stormwater management and the protection of natural areas including Sandy Creek, and
  • The consultation process itself which enabled comment prior to lodgement.

Issues that were of main concern to stakeholders included:

  • Traffic with a particular emphasis on increased traffic on Tambling and Henbury and concerns about cut through traffic in surrounding suburbs
  • Stormwater management and the potential for impact on Sandy Creek
  • The need to ensure access to local facilities including schools and shops, and
  • Concerns about individuals and smaller builders having trouble accessing lots for purchase.
